Description (partial)

In 15.0. as part of SMGR memory optimization, l2tp_lns_info is changed to dynamic memory when  the session is actually a l2tp session.

In the original code, the l2tp_lns_info is freed in an early stage of the session clean-up procedure, which could trigger an ASSERT() under uncertain race conditions.

The fix is to free the l2tp_lns_info at the very end of the session clean-up procedure to ensure correct behavior.

Symptom:
SMGR crash

Conditions:
The issue is observed when l2tp_session_start message is received while the call is being torn down.
