Cisco Bug: CSCuj82795 - phone can't install LSC again after stopping LSC install in the middle

Description (partial)

Symptom:
CUCM:8.6.2.20000-2

Reproduce steps:
1 mix-mode cucm and 1 RT phone required
1)Configure the phone to encrypted mode
2)Configure certificate operation to install / upgrade
Configure authentication mode to Authenticate String since it requires user input 
3)from phone local UI LSC menu, unlock the setting and press "Update"
While the LSC install is in progress, from phone locale UI LSC menu, unlock the setting and press "Stop".
4)repeat the operation, only this time let the phone finish


Expected: 
Phone can finish the process and install LSC succeed.

Problem:
LSC not installed succeed.
and after 3-5 minutes , phone can't registered cucm.

Reproducible:Always

Conditions:
Run scripts on 941 phone
