Description (partial)

Symptom:
show snmp trap history displays traps in an incorrect order.

Conditions:
When processing the trap history to store in SCT, the code incorrectly handles the boundary conditions of 5000 traps. It can then cause traps to incorrectly be reordered in SCT and thus displayed incorrectly via the show snmp trap history command.
