Description (partial)

Symptom:
IP Address conflict when assigning ip address from vpnmgr. This will cause the session to fail.

Conditions:
This condition is caused by a mismatch of information between the sessmgr and vpnmgr with respect to the ip addresses in use. In this case the vpnmgr believed the ip address was in use, but the sessmgr did not. The sessmgr tried to allocate the address, but the vpnmgr denied the request due to  the address already in use.
