Description (partial)
Symptom: ASA acting as IPSec headend allows more incoming ISAKMP negotiations than the user-defined maximum, per the command "crypto ikev1 limit-max-in-negotation-sa" Conditions: -ASA acts as IPSec headend. -ASA is reloaded, deleting all ISAKMP SA's -When ASA comes back online, the ASA allows more in-negotiation SA's that the configured maximum.
