Description (partial)

Symptom:
WAAG Enabled setup - Caller makes a call to the CC, call gets route Agent, Agent answers and hear whisper. Agent and caller are talking. Following are the observations

1.	Whisper Answered counter is not updated
2.	Event for WHISPER_START reported to CVP-DB is not being sent.

Conditions:
Customer is using CVP 9.0(1) ES16
