Description (partial)

If an agent with step x attributes is logged in but in Not Ready state it waits the seconds configured in the wait for field, however if there is no agent with step x attributes logged in it goes to the next step directly without waiting the seconds configured in wait for field.
The call should wait at a step regardless of whether agents are logged in or not.

When there is no agent logged in and wait for time is configured so it waits x seconds before going to next step.
