Description (partial)

Symptom:
Muliticast packet drops on local receivers counted as RSV_DROP_MPLS_NRLDI_NO_MATCH or  RSV_DROP_MPLS_LEAF_NO_MATCH or NULL_STAT_0.

Conditions:
The issue can happen in one of the following cases

1. Multicast S,Gs are present with Local Receivers (i.e., Native IP Joins) and we now provision a P2MP-TE tunnel (tunnel-mte) as a Forwarding interface for the S,G. All of the Tunnel-mte config (global interface and IGMP static-group) must be done in a single commit.

2. Multicast S,Gs with both P2MP-TE tunnel and Local Receivers as Forwarding interfaces and we now remove the P2MP-TE tunnel as a Forwarding interface. All of the Tunnel-mte unconfig (global interface and IGMP static-group) must be done in a single commit.

3. Multicast S,Gs with both P2MP-TE tunnel and Local Receivers as Forwarding interfaces and the tunnel goes UP or DOWN.
