Description (partial)

Traffic Generated by Secondary IP is blackholed, and hence PC will fail to communicate with the Secondary when traffic is sourced from Secondary IP.
sc query IpFilterDriver [Command Line] - will show that the 'IP traffic filter driver' service is in Running mode.

Windows XP with Secondary IP address configured on the Lan Adapter. 
AnyConnect connects to the headend, and the client allows 'Local LAN access'
