Description (partial)

Symptom:
OSPF process may unexpectedly reload when an access-list changes.

Conditions:
The problem may happened under following conditions:
- an access list is used by "distribute-list in" command in an VRF configuration under ospf router
- the VRF gets deleted from ospf configuration
- after the VRF is deleted, the ACL is changed in the configuration.

The problem only happen in releases that contain the fix for CSCue62728.
