Description (partial)

Symptom:
CTC is not throwing error if MPLS dynamic label range used completely

Conditions:
1. Configure MPLS label range as follows.
    Static -> 16-7995
    Dynamic -> 7996-8000
2. Configure 4-5 VPLS circuit and make sure dynamic label space utilized completely.
3. Now configure one more VPLS circuit and CTC will create the circuit without throwing any error.
4. In IOS, VPLS will be in DOWN state and we can see error message as "dynamic label range exceeded"
