Symptom:
When SGSN does not provide Extended QoS IE in request to Gw.
Gateway informs CSG2 that the user is a Rel -99 qos user and if PCRF provides higher QOS i.e in extended QoS range CSG2 is unable to convey the same to GW . This will happen to only 3G high tier users .

Conditions:
