Symptom: In some Outlook instances (when Jabber is restarted several times) there will no be presence bubbles. Conditions: This problem is intermittent and it is hard to repro. During Outlook lifetime, if Jabber is restarted, it might happen that presence bubbles for contacts are not shown. And from that point on, we will not have presence, no matter how many times is Jabber restarted.
