Symptom:
unable to change Throuput level from 5Gbps to 2.5Gbps on ASR1001 running asr1001-universalk9.03.08.02.S.153-1.S2

the following command seems not supported.

the following method don't work.
1)Saving config after issue 'no platform hardware throughput level' and reloading the router 
2)setting the throughput to the 2.5Gbps level and saving the config and then reloading the router

Throuput  license is in Use status
