Symptom:
Detail Description:
When CUCM initiates a failover, Jabber is unable to connect sub CUCM. Jabber iPhone9.5 doesn't have this issue.

Testbed:

Network Env: WiFi

Step to Reproduce:
1. sign in with xumei3@sz.jabberqa.cisco.com
2. restart pub CUCM after jabber is registered


Expect Result:
Jabber should register with sub CUCM in a short time

Actual Result:
Jabber is unable to connect sub CUCM. it still wait pub CUCM available and register with pub CUCM
