Description (partial)

Symptom:
Doubling clicking a job group definition, checking or unchecked "enabled" in the schedule tab, and choosing "yes" to apply to all children will not always apply to all children.

Conditions:
Master  6.1.0.352, plugin 6.1.0.354

Master database reflects the statuses of the GUI. 
Recreation:
1. Make a group with 1 child group that has a child job (group 1 -> group 2 -> job 1)
2. Double click the top group and choose enable, then "yes" to apply to children.
3. Once they are all disabled, do the same procedure for disabling.
4. Every couple tries, the change to the parent does not propagate to children.
