Description (partial) 

Symptom:
A fib or acltcam service crash is reported with the following type of syslog message:

  %SYSMGR-SLOT4-2-SERVICE_CRASHED: Service "fib" (PID 1846) hasn't caught signal 11 (core will be saved).

or:

  %SYSMGR-SLOT10-2-SERVICE_CRASHED: Service "acltcam" (PID 32208) hasn't caught signal 4 (core will be saved).

Conditions:
This issue only occurs on DS-X9248-256K9, DS-X9232-256K9 and DS-X9448-768K9 modules.
