Description (partial)

Symptom:
XMLAPI Query method   configResolveClass/configResolveDn/configResolveChildren/configResolveParent  query 
without inHierarchical in the xml request is failing.

Conditions:
If the xmlapi configResolveClass xml request blob does NOT contain inHierarchical attribute, the xml request will fail.
