Description (partial) 

Symptom:
Alarm on port1 painted on port2 on Mxp2X40G only when we do syncronize 
on Alarm pane after alarm is raised

Conditions:
1) Create Mxp2X40G op mode in 100G-CK-C card
2) Provision paylaod on port 1 and port 2
3) Inject SIGLOSS or any alarm on port 1
4) Alarm is also painted on port2 even when port 2 doesnt have any alarm but only when we do synchronize on Alarm pane after alarm is raised
