Description (partial)

Symptom:
Unable to select voicemail box when diverting a forwarded call from call alert dialog.

Conditions:
1. Call manager has legacy immediate divert service parameter set to false (it's default value is true)
2. User is trying to divert a forwarded call from call alert dialog.
3. Both original number (the one that caller originally dialed) and forward destination have voicemail box configured.
