Description (partial)

Symptom:
If any job is in the status of "Agent Outtage" the "jobmon" command for any jobmst id in tesmcmd returns "Unknown status id"

Conditions:
seen in 5.3.1.427 of master, and 5.3.1.438 of master

Recreate:
1. Make two agents
2. Put one inside an Agent Outage window, so it goes to Agent Outtage status
3. Make two jobs, one on active agent, one on Agent Outage agent
4. Insert both jobs into the schedule, and make a not of the jobmst IDs for each
5. On the master, run tesmcmd, then run "jobmon -r <jobmst ID>" for both jobs. Both jobs return "Unknown status id"
