Description (partial)

Symptom:
Circuit deletion does not fail when CRS is in Exclusive mode.

Conditions:
Provision an OCHTrail GMPLS between CRS and TXP_100G or CRS and CRS PLIM. Configure CRS in Exclusive mode via CLI. Delete the circuit. CPO pops-up a message stating that the circuit has been successfully deleted. The circuit goes to INCOMPLETE state, but it is not actually incomplete. In fact the circuit is not deleted and the traffic is up and running.
