Description (partial)

Symptom:
When reloading one of the members of a powerstack it does not get correctly
identied by the stack power neighbours . The show stack-power neighbour command
will not show the recently reloaded switch as joined.

Conditions:
In stack, reboot one of the member switch. rebooted Switch info will be missing from "sh stack-power neighbour" cli output. No functional impact found.
