Small numbers of subscribers are lost when doing an MIO switchover

With demux on MIO a small number of subscribers are lost during MIO redundancy events due to failure to allocate an IPv6 address.  The root cause of this issue is due to the timing of the internal chassis update messages. It is possible to receive allocation requests during the time period that the chassis is in INIT state. These requests would fail for an srp-activated pool. The issue was fixed by allowing allocation in INIT state as well as ACTIVE state.
