Symptom:
LC/0/0/CPU0:Oct  5 14:36:50.255 : avsm_agent[124]: %CGV6_APP-3-APP_ERR : CGV6_APP_2: add_pack_to_sf() cannot create SPP Context 

This message points to ctx buffer unavailabiltiy on ISM card. Which will come when there is ctx leakage or high usage of ctx buffers.

Conditions:
Lots of fragmented packet drops can cause this. When the packets are dropped that can lead to ctx leakage and eventually exhaustion of ctx buffers.
