OSPF may not redistribute connected routes.

OSPF could happen under very specific conditions, when OSPF is redistributing "connected" and "connected instance IPCP" protocols.
Problem may happen when ospf registers with RIB for the redistribution of the two protocol, and the redistribution of IPCP routes temporarily fails to be programmed. Examples where this problem might happen include rib process restart, ospf process restart, RP failover, router restart.

Both ospf and ospfv3 protocols are affected.
