On applying a standard ACL on a layer 2 interface

with statement of  permit any

packets are being dropped.

Packets must not be dropped. Access-list is not seen as being hit when this behavior is seen. Also debug ip acces-list data-plane does not reveale any information.

Packet drops must not occur
