Description (partial)

Symptom:
An error message on console screen is printed which looks like below:

rpmdb: unable to join the environment

error: db3 error(11) from dbenv->open: Resource temporarily unavailable
error: cannot open Packages index using db3 - Resource temporarily unavailable (11)
error: cannot open Packages database in /var/lib/rpm

Conditions:
This issue happens due rpm lock files corruption, and its a rare occurrence. When this happens, an error message as mentioned in the "symptom" is printed on console screen, and it affects following functionality:

(1) a new re-generation/initialization of db replication
(2) db migration
