Description (partial)

Symptom:
When doing switchover on mpls-te tunnel tailend, we can see following message on the tunnel headend sometimes.

%MPLS_TE-5-LSP: LSP 10.5.5.5 1005_181: Path Error from 192.168.1.1: Notify: Control Channel Degraded State (flags 0)
%MPLS_TE-5-LSP: LSP 10.5.5.5 1005_181: Path Error from 192.168.1.1: Notify: Control Channel Active State (flags 0)

Conditions:
When doing switchover on mpls-te tunnel headend
