Description (partial)

During initial staging of factory card that has never signed on to the system previously, Mcard will sometimes fail to lock to the correct OOB frequency. It is also seen to get into condition where the hunt frequency does not change, but remains stuck repeatedly requesting the same incorrect frequency.

Once a card has locked and completed DAVIC sign-on, it stores the frequency in NVM, and on subsequent restarts, it will request this frequency first and every 8 frequencies, and so the lock issue is not seen since the card acquires lock directly without hunting.
