Description (partial)

Symptom:
Russian names/characters are copied automatically from UTF-8 label to ASCII label field when a user adds Speed-Dial from ucmuser page.

To reproduce the issue:
1) Go to UCMUSER page
2) Phone Settings
3) Enter a Speed Dial extension into "Number" filed
4) Enter the name (UTF-8) into "Label" field in Russian
5) It's copied automatically inyo "ASCII" Label filed

Conditions:
The issue was noticed in CUCM 9.1.2.10000-28
CUCM 8.6.2 isn't effected by this issue
