Conditions:
This happens when the following conditions occur during a 3G to 4G TAU mobility

1. Combined TAU from 3G to 4G
2. Two PDNs are created by MME
3. One of the PDN is not authorized by HSS
3. SGW deletes another PDN while MME is waiting for SGS location update response.
