Cisco Bug: CSCuj61197 - No error issued if number of cVMs exceeds number of available licenses

Symptom: No error is issued if the number of cloud VMs exceeds the number of available licenses. This happens only if following are true: 1. cVM is being switched by the Intercloud Switch instantiated from AWS Marketplace image. 2. Multiple cVM are selected in the PNSC UI to power-on 3. # of cVM selected for powering-on are more than # of cVM license counts available for the given Intercloud Switch. In the above mentioned scenario, cVMs that got selected for powering-on but could get a cVM license count will fail to come up. However later even if a license count is available, the cVM cannot be powered-on because it has gone into an inconsistent state (vmCycle property of the hcloudVm managed object is "powerOn") Conditions: This situation occurs if following conditions are true: 1. The cloud VMs selected for powering on for an InterCloud Switch were instantiated from an Amazon Web Services (AWS) Marketplace image. 2. Multiple cloud VMs are selected in the Prime Network Services Controller GUI to power on. 3. The number of cloud VMs selected for powering on exceeds the cloud VM license count available for the given InterCloud Switch.
