Description (partial)

Symptom:
Customer was unable to assign ip address from the local pool and getting the error message:

Sep 12 08:42:28 secasa-h0702-1  ASA-4-737033  IPAA: Unable to assign Local Pool provided IP address (x.x.x.x) to Client. This IP address has already been assigned by Unknown type
Sep 12 08:42:28 secasa-h0702-1  ASA-4-737025  IPAA: Duplicate local pool address found, x.x.x.x in quarantine
Sep 12 08:42:28 secasa-h0702-1  ASA-5-737007  IPAA: Local pool request failed for tunnel-group 'TG-YYYY'
Sep 12 08:42:28 secasa-h0702-1  ASA-4-737012  IPAA: Address assignment failed

Conditions:
ASA 8.4(6)
1) Multiple address pools specified in a group-policy
2) Failover
