Description (partial)

Symptom:
Customer incorrectly build the TSID config file and had too many TSIDs in it.  The USRM allowed the loading of this config file and then the web UI could not be used to delete QAMs.  The EventLog displayed:

Conditions:
USRM/VSM setup that customer was migrating to Phase 2.
