Description (partial)

Symptom:
Device crashes with the following logs:

2013 Sep 26 13:11:23 vPC-Crash %$ VDC-1 %$ %SYSMGR-2-SERVICE_CRASHED: Service "vpc" (PID 3484) hasn't caught signal 11 (core will be saved).
2013 Sep 26 13:11:23 vPC-Crash %$ VDC-1 %$ %SYSMGR-2-HAP_FAILURE_SUP_RESET: System reset due to service "vpc" in vdc 1 has had a hap failure
Shutdown Ports..

Peer device that does not reload reports the following:

vPC-Peer# show system internal vpcm event-history errors
...
7) Event:E_DEBUG, length:51, at 796557 usecs after Thu Sep 26 13:11:10 2013
    [102] Both sides claim same LACP roleCannot recover
...

Conditions:
- Nexus 5500
- Both devices acting as vPC primary (i.e., dual-active scenario)
- Peer keep-alive is brought up
