Description (partial)

Symptom:
Output drops are seen in the 'show interface' output:

N3K# sh int e1/1
...
    0 lost carrier  0 no carrier  0 babble 1099 output discard
...

There are no drops reported in the 'show queuing interface' output:

N3K# sh queuing interface e1/1
Ethernet1/1 queuing information:
...
        Ucast pkts dropped                      : 0
        Ucast bytes dropped                     : 0
        Mcast pkts dropped                      : 0
        Mcast bytes dropped                     : 0
...

Conditions:
- A port with Layer 2 configuration
- SVI for VLAN on that port with link-local multicast traffic (i.e., HSRP, OSPF, etc.)
