Description (partial)

Symptom:
If two ISRG2s running Cisco IOS Release 15.3.3M with ISM, establish an EzVPN tunnel using IPSEC over TCP, the tunnel comes up (ISAKMP and IPSEC) but traffic does not pass and on the receiver we get the following error:

%CRYPTO-4-RECVD_PKT_INV_SPI: decaps: rec'd IPS  acket has invalid spi

Conditions:
This symptom is observed in ISRG2 with ISM and running IPSEC over TCP for an EZVPN tunnel.
