Description (partial)

Symptom:
When doing force encryption onto a client over a lossy network, we should not be encrypting and forwarding on FEC packets. These should be dropped and recorded as being so, as these packets are not meant to be encrypted, and encrypting them causes issues for Jabber for Video with ClearPath.

Conditions:
Calls with VCS B2BUA encryption and endpoints on lossy networks.
