Description (partial)

Symptom:
When a conference is scheduled through TMS using Conductor and adding external dial-out participant with IP address which is not in the system, TMS is unable to schedule the conference with error message 'No route possible between participant: tacconductor and participant'.

Conditions:
TMS 14.3 with Conductor XC2.2. Able to replicate in the lab by adding external dial out participant with IP address for a system not in VCS/TMS.
Customer is trying to add outside IP address which can route through VCSE for external dialing.
