Description (partial)

Symptom:
Customer is facing an issue where SGSN is sending wrong MNC code towards DNS for APN resolution 
This is observed for roaming subscribers that have 2 digit MNC code.

It Appends random digit to right of the MNC code instead of the left of the MNC code

For Example from Config

imsi-range mcc 295 mnc 05 plmnid 302610 operator-policy roaming_oper1

The MNC code should be sent as 005 but instead the SGSN adds a random digit to the right 05X and thus the DNS resolution fails.

Upgrade from 12.2 to 14.0.50083
