Description (partial)

Symptom:
The following four OID's begin reporting zero whenever the SNMP service is activated prior to the ICM service being started.

cccaRouterAgentsLoggedOn
cccaRouterCallsInProgress
cccaRouterCallsInQueue
cccaRouterCallsPerSe

Conditions:
This typically occurs during OS reboot sequences since there is no dependency on SNMP starting prior to ICM.  However, the problem can occur at any time that both the ICM and SNMP service are both stopped followed by SNMP starting first.
