Description (partial)

Symptom:
PRSM multi-device manager displays an error when attempting to view policies.

Conditions:
If the customer does a policy set delete operation and quickly follows that with a commit then they will find that their policy screen may no longer work.  This is a timing race where the commit occurs in the middle of a device delete causing the delete to be partially complete yielding a messed up database with a policy set that now references non-existent policies.
