Description (partial)

Symptom:
ARP packet still redirected to CPU and processed without creating arp-cache even if "no otv suppress-arp-nd" is configured under overlay interface

Conditions:
This happen if "no otv suppress-arp-nd" is configured and at the same time at least one extended vlan is not forwarding on any port in OTV VDC.
