Description (partial)

Symptom:
Two problems:
(1) Data partition with CABAC is appearing in bit stream
(2) PPS id mismatch. In the middle of the stream, the PPS id in slice_header is different from the PPS id in the PPS.   It happened twice. The valid PPS id according to the PPS is 1, but the slice header used different PPS id: 1st time the PPS id is 2, 2nd time PPS id is 0.

Conditions:
(1) Configure AT&T custom lobby screen on bridge
(2) Initiate P2P call from a CTS500-32 (TX6.0.2) to a Polycom RMX bridge
(3) Another CTS500-32 (TX6.0.2) joins the call
