Description (partial)

Symptom:
When port-security configured system wide beyond 8192 ports limit, it gets accepted without throwing proper error.
we shouldn't allow to enable the port security on any other port after 8192 ports limit configured system wide.

When port security [max 1024] is configured on 1 to 8  ports and then after this configuring port security on the 9th port (> 8) then it gets accepted without throwing any error.

Conditions:
Issue exists in 7.0(0)ZD(0.90)
