Description (partial)

Symptom:
The first one join conference has no video on Cisco unified communication manager 9.1.2

Conditions:
Setup conference on Cisco unified communication manager 9.1.2.

Steps to reproduce:
1. Jabber1 makes a video call to Jabber2 -> call connected with 2 ways audio/video on both side
2. Jabber1 tap "..."->conference to call Jabber3 -> call connected with 2 ways audio/video between Jabber1 and Jabber3
3. Jabber1 tap conference
4. Check the video on Jabber2

Expected Result: 
There should be video on all clients.

Actual Result: 
No video on Jabber2
