Description (partial)

Symptom:
When attempting to use voice recognition such as through Voice Enabled Directory handler you either get silence or get error"There are not enough voice-recognition resources at this time. You will need to use the standard touchtones for the duration of this call"

For unknown reason 169.254.1.102 is used for the pointer to ASR server.
