CSCui67280  BGP state stuck in ClosingSync for 3 min after link recovery in Bundle
Symptom:BGP state stuck in ClosingSync state for 3 minutes leading to traffic blackholing.

Conditions:bgp nsr is enabled and ebgp session over back to back connected link. When the interface get shutdown and brought up again, BGP state might be in "ClosingSync" for 3 minutes before it changes to IDLE and then ESTABLISHED.
