Description (partial)

Symptom:
On an IOS router, when SSH fails to authenticate an user due to low memory conditions,
it should provide a syslog message to indicate this error condition instead of treating
it like normal authentication failure for easier problem diagnostics.

Conditions:
This occurs when the IOS processor memory is low for SSH to authenticate the user.
